EIN Toll Free Telephone Assignment was discontinued effective January 6, 2014. Taxpayers calling to apply for an EIN will be advised as follows: "I'm sorry, the IRS is no longer assigning EINs over the telephone. You can receive an EIN immediately by using our Online EIN Assistant. Go to the IRS web site at www.irs.gov and type in keyword EIN. If you prefer, you can complete a Form SS-4 and fax or mail it to us. The Form SS-4 and instructions can be downloaded from the IRS.gov website. Is there anything else I can help you with today?"

This guidance document provides MF related-definitions, information on filing requirements, processing and assessment procedures for Type I to V MFs, and outlines the registration requirements for new MFs as well as other MF transactions including administrative changes, updates, withdrawals and closures.
Master Files are voluntary registrations filed with Health Canada that can be referenced by Applicants seeking drug marketing authorizations or clinical trial authorizations involving pharmaceuticals and biologics.
It is recommended that MFs are filed no more than one year but no less than 2 months prior to the filing of a drug submission, DIN application or CTA making reference to those MFs. All MFs are expected to include at least one LoA at the time of filing. As an MF Number is assigned at the end of the registration process, any LoAs submitted at the time of registration should include "MF number unassigned" on the LoA. The LoA should not be refiled at a later date to include the MF Number. See Section 2.1.6.2 Filing a Letter of Access for more information on filing requirements for LoAs. Any LoAs refiled to include the MF Number will be subject to fees.
Since March 2016, all paper MFs previously registered with Health Canada have been converted to the non-eCTD or eCTD format. Any MFs that were not been converted into a non-eCTD or eCTD format are suspended (no further access to the MF for assessment will be granted and no updates will be accepted). If the MF Holder wishes to reactivate a suspended or closed MF, a cover letter should be sent to Health Canada along with a copy of the complete MF in the non-eCTD or the eCTD format (including any applicable updates since the date of suspension or closure). The same MF number will be retained and fees for a New MF registration will be applied. The document and filing requirements for MF Reactivations are the same for filing conversion from the non-eCTD format to the eCTD format except for fees (i.e., no fees for conversions from non-eCTD to eCTD format vs. New MF Registration Fee to reactivate a suspended or closed MF). Refer to section 2.1.4.1 Converting MFs from the non-eCTD Format to the eCTD Format above for documents that should be provided for MF Reactivations.
As an MF Number is assigned at the end of the registration process, any LoAs submitted at the time of the initial new MF registration should include "MF number unassigned" on the LoA. The LoA should not be revised and/or refiled at a later date to include the MF Number. Any LoAs refiled to include the MF Number will be subject to additional fees. As mentioned above, any discrepancies between LoAs provided to the applicant and those provided to the MF Administration Unit may result in delays in the assessment of the drug submission, DIN application or CTA. Therefore, it is not necessary for MF Holders to provide applicants with revised LoAs to include MF numbers.
Health Canada will close and archive an MF that has not been accessed and/or assessed by Health Canada in support of a drug submission, DIN application, or CTA within 5 years following the initial registration. If the MF Holder wishes to reactivate the MF with Health Canada, the MF should be filed in the non-eCTD format or eCTD format (via the CESG). A cover letter stating the MF Holder's wish to reactivate the MF along with updates and applicable data since the date of the MF closure should be provided. The same MF number and dossier ID will be retained and fees for a New MF registration will be applied. Refer to Section 2.1.4 Format and structure of the Master File for more information on filing requirements for MF Reactivations.
